POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The Communication and Outreach Coordinator is a professional level, highly responsible position that plans, develops, and executes the city’s communication, marketing, and outreach activities under the supervision of the Communications and Public Relations Officer.

This position within the City Manager’s Office supports citywide communication, marketing, and outreach efforts. The ideal candidate will be asked to support both internal and external communications and create content for the city’s digital channels and print materials.

This position may be tasked with leading specific projects, serving on committees, developing plans, or serving as a liaison with city departments and divisions to assist in their communication and outreach needs. This position performs work independently, requiring considerable use of initiative and judgment

The full salary range for this position is stated above. Starting wages are negotiable and dependent on the qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee’s fluency in Spanish, Hmong, and/or Laotian.

JOB-SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities, and Tasks

  • Communications:
  • Develop and implement citywide internal and external communication efforts, including: employee intranet, public website, email newsletters, print publications, video production
  • Collaborate with content contributors from all city departments to provide timely information for internal and/or external communications
  • Act as liaison with city departments and divisions to assist in their external communication needs
  • Create draft, sample and final materials such as press releases, video scripts, brochures and newspaper ads, and design activities to address communication needs
  • Support the management and monitoring of City website content and digital media outlets based on City standards
  • Public Engagement:
  • Gather information from stakeholders, residents, and members of the public on a periodic schedule, using surveys, focus groups, online tools and other processes to determine the effectiveness of public information
  • Attend City-sponsored events to help with outreach and promotion of City programs, projects and services

OTHER DUTIES AND RESPONSIILITIES

  • Help prepare remarks and briefing materials for Mayor and other City officials
  • Attend regular City Council meetings and study sessions as requested by supervisor
  • Take photos/shoots video for publication and public relations purposes
  • Coordinate special events
  • Sit on multi-department task forces
  • Assist in proofreading publications
  • Participate as a member of the emergency communication response team
  • Assist with media relations
  • Manage all associated contracts
  • Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s discretion.

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS
Education, Experience, Skills, Formal Training, Licenses, and Certifications

Required:

*
Bachelor’s degree in communications, journalism, political science, English, or marketing

Three (3) to five (5) years of relevant experience in marketing, communications, and/or public relations
Possession of a valid driver’s license and maintenance of a safe driving record

Preferred:

  • Demonstrated digital content creation and proficiency in Adobe Creative Suite, or other similar tools
  • Experience with social media monitoring tools such as SproutSocial or SocialFlow is preferred
  • Background or experience in government or public-sector organizations
  • Experience with multi-lingual communication best practices.
  • Experience in photography, videography or video editing.
  • Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.

Physical Requirements:

  • Work is sedentary in nature and requires sufficient physical stamina and strength for:
  • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
  • Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
  • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
  • Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to twenty-five (25) pounds with dollies and carts

WORKING CONDITIONS

  • Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
  • Required Materials and Equipment
  • Operates general office equipment including telephones, calculators, personal computers, copy machines, printers, digital cameras/video recorders, and associated graphics/video software systems.
